I would like to take a moment to welcome you to my website and thank-you for reelecting me to my fourth term as your Suffolk County Legislator in the 14th District. It has been my distinct pleasure to serve as your elected representative for twelve years. In 1999 I was elected to serve as your Babylon Town Councilman and since 2005 as your Suffolk County Legislator.

As your voice in County government, I continue to focus on providing tax relief for our residents and battle with our utilities to keep energy rates and surcharges down. I have refused the use of a County vehicle and County cell phone. As Chair of the County’s Energy committee I have and will continue to introduce legislation that opposes LIPA and National Grid’s rate increases as well as bills that guarantee better oversight and transparency of our utilities.

As a life-long resident of the 14th District I will fight every day to protect the character of our community, and preserve our single-family neighborhoods. I continue to oppose wrong-headed initiatives, such as the Bergen Point incineration project and the LIPA wind farm proposal off our Town beaches. These projects represent a significant threat to our quality of life.

I have shared my concerns with you in the past regarding burning waste at the Southwest Sewer Plant at Bergen Point and I vowed to continue the fight against incineration at this site. I am pleased to inform you I authored legislation in 2011 which was adopted unanimously by the County Legislature. This bill permanently bans incineration at the Bergen Point plant.

After a series of news reports chronicled the deadly risk posed to our infants by drop-side cribs, I introduced a local law to ban the sale of drop-side cribs in Suffolk County. I am proud to say that Suffolk County was the first in the nation to ban the sale of these cribs. Since 2009 our legislation banning drop-side cribs has been adopted by many states and now the Federal government adopted a similar bill effective July 1, 2011. Our landmark legislation protects our most vulnerable residents-our babies and our children.

-- Drop Side Crib Ban was adopted Nationally (Res. 875-09) - The Consumer Product Safety Commission followed Legislator Horsley’s lead and outright banned the manufacture, sale or resale of ‘Drop Side Cribs'.

-- “Text-a-Tip” Enhancement Legislation (Res. 148) - Legislator Horsley urges the Police to advertise the usage of the “text-a-tip” program in any way possible to help bring communities and law enforcement together.

-- Passage of Energy Audit Legislation (Res. 1094) - First municipality in the Country to define what a “Home Energy Audit” is. This definition encourages Consumer Protection and helps facilitate a business friendly environment in the burgeoning field of Home Energy Services.
